There are many considerations to renovating an existing residence located in a flood plain in Westchester County, NY. An owner may not add value to a home more than 50% of the value of the home (not including the land) if the home is in a designated flood plain and if the home is not at least 14 feet above flood plain level. Determining the home's value less the land is not easily done and many towns will not consider the insurance value as adequate for the value of the home less the land.
